The American Constitution is based on the doctrine of the separation ofpowers between the executive, legislative, and judiciary. The respectivegovernment institutions — the Presidency, Congress, and the Courts —were given limited and specific powers; and a series of checks andbalances, whereby each branch of government has certain authority overthe others, were also included to make sure these powers were notabused. Government power was further limited by means of a dual systemof government, in which the federal government was only given the powersand responsibilities to deal with problems facing the nation as a whole(foreign affairs, trade, control of the army and navy, etc). Theremaining responsibilities and duties of government were reserved to theindividual state governments.

Соответствующим ветвям власти —Президенту, Конгрессу и Судам — предоставлены ограниченные иопределенные полномочия, а взаимный контроль и сбалансированность,которые были также предусмотрены, позволяют каждой ветви власти иметьнекоторую власть над другими и тем самым исключить злоупотреблениеполномочиями. Article V allowed for amendments to be made to the Constitution (oncepassed by a two-thirds majority in both houses of Congress and thenratified by the legislatures of three-fourths of the states). TheConstitution finally ratified by all thirteen states in 1791 alreadycontained ten amendments, collectively known as the Bill of Rights (thefreedoms of religion, speech, and the press, etc), to protect thecitizen against possible tyranny by the federal government. So far onlytwenty-six amendments have been made to the Constitution.
